I am directed by the Shipping Controller to acknow- ledge the receipt of your letter of the 24th ultimo, enclosing a copy of a telegram from the Officer Adminis- tering the Government of Hong Kong concerning the local requisition scheme and with reference to the questions raised in this telegram I am to state that the Shipping Controller does not consider that His Majesty's Government should assume financial responsibility for vessels under local requisition.

Further I am to state that the Shipping Controller considers that having regard to the circumstances which the Administering Officer refers, the question of

to the continuation or otherwise of the local requisition scheme is one that must be decided by the Hong Kong Government.
